In Otera there are no more level requirements to equip things. No item asks for a minimum level: weapons, armors, shields, rings and amulets.
It doesn't ask for a vocation either, just like in the days of Tibia 7.6. The exception is mage weapons: wands, rods and the Istari staff are still for sorcerers and druids.
Potions don't require a level either. What decides how well you use something is your skill, not an arbitrary number on the item.
